They didn't say the "Top 15". Probably something the author wrote for the general public.

I think the author "confused state of the art" with "newest offerings"

All or most of these guns have been developed in the last 5 yrs.

The AW dates back to the early 1990s, even though its undergone updates/improvemnts along the way to keep it state of the art.

Obviously there are many others, the title says 15 state of the art sniper rifles. It doesn't say the only 15 state of the art sniper rifles. I'm suprised they included the barret M107A1???? Not the most accurate platform.

There are some guns that shouldn't be on that list!

One just because it's state of the art doesn't mean it shoots/good!

Second it might have been state of the art when it first came out but they've been passed up!

Third why does something make the list that claims are made etc...but no one is really using it? So how good can it really be? What makes it the state of the art?

They did a google search to write the article. The rifles that came up had "state of the art" in thier descriptions. So they used those .... LOL.
