The dogs are dedicated.

Maybe in Florida it would make sense to cut their hair really short for the summer.

In Iraq there are many working bomb dogs, and they lead kind of lonely lives- because their training requires their human interaction to be just about always work related with an emphasis on keeping them sharp.

Water would have helped prevent it, but with the focus from the Officer and the dog, I doubt they realized it was getting to a dangerous level. Once you cross that threshold, you definitely don't want to give them water to drink, and a couple bottles of water poured in certain areas wouldn't have done any good.

That said, I would still carry a couple bottles on me during a chase, just in case. I'm not sure if stopping for a drink might make the dog lose a trail or not, but having to stop because of exhaustion ends the hunt and risks the life of a good dog.
