I was in a garrison MP unit, and the Arms Room was the Provost Marshall's. My weapon was stored there.
Army rules are all the same, irregardless, of whatever Arms Room it is. The Army HAS to abide by local, state, and federal laws. This has ALWAYS been true.
Also writing a policy is not a simple thing to do by any stretch. There are legalities put onto the CO when he writes that. I have personally seen my former COs calling up JAG to discuss the legalities of their own policies, and it can take some time for them to be satisfied that they will be in the clear in case anything should happen. When you sign a POW into an Arms Room the CO, the OIC of the Arms Room, and the NCOIC of the Arms Room, and any personnel maintaining the Arms Room are assuming responsibility for that POW. The easiest thing for them for them to do is say "NO", and don't be surprised if they do. You are asking more than one person to possibly violate a law, and put their careers, and ultimately their spouse's and dependent's lives at risk. The Arms Room, and maintaining it is a serious business for the Army.
And before someone goes and says, "Well, the military has suppressors, if they have them in a state that doesn't allow them, then why can't a soldier put his in there?", well the stickler for that is the MILITARY owns the suppressor, and it is a piece of equipment, it is for a soldier to use in the performance of his duties. It is not the personal property of any soldier to take to the range, go hunting with, or use for their own personal enjoyment.
I have already been there, and done that on this. It's NOT simple, it's a fucking headache.
