The States can't enforce laws on what the Feds can actually do with a Federal warrant, signed by a Federal judge.
However they can make sure the Feds have to do all their own work with no assistance.
It will be down to how badly the Feds want to go after somebody.

What I see is more states passing bills like this will strengthen the stance of the cans being no big deal, and strengthen the case against the ATF on the regulation. What needs to happen is the supreme court find the $200 "tax" not legitimate before anything happens at the federal level. There not going to give up that cash cow if they are not forced to.
More than likely the Feds don't get involved until:
1. Your evil ex or POS SJW fanatic children decide to drop a dime on you to settle scores and get all your stuff.
2. You decide to go on youtube, twitter, instagram, FB and all the other social media sewers and brag about how you are sticking it to the man.
I would say #1 is your biggest worry, there have already been cases of that and similar cases where evil women were using "red flag laws" to try to get the men killed so they could take all the stuff the men worked for and not have to settle for half.
Beware of family members and women in particular.
Make sure any SJW children off in their stupid communist colleges fully understand that talking to the man means they are dead to you and they will never get another penny from you or hear another word from you.

One of my "neighbors" just went through this with a grizzly bear kill. Guy had shot a griz, conflicting stories on what happened. Got a divorce and wife used it, a federal offense, as blackmail, then after the divorce closed, she turned him in anyway.
The feds can only do what the states allow. States are pushing back and people like Kamala and Biden don’t like that. Just because a law is passed (or some lame ass unconstitutional regulation created by a fake lameasss alphabet agency) doesn’t make it constitutional. The 10th amendment still supersedes the bloated bullshit that gets passed in DC. An unjust law is no law at all. Nullification is how the war will be won.
It would be nice if that were true, or if it were true in reality, but in reality, as long as one molecule of steel, one screw in one machine, one part of a vehicle used to transport one part of something, the feds are going to claim that it is involved in interstate commerce, and they are going to win that claim, because all the precedent in the world says it is.
Texas should go ahead and not enforce federal laws. It won't exactly be the first state to do so. But nobody is going to stop a fed with a federal warrant from doing it.

Of course on the interstate side I agree. But if nothing leaves state lines the feds have no power. The enumerated power is interstate not intrastate.
I think we agree. I am just cautioning that the feds will try to count the residue from your wok gloves as constituting interstate commerce. It's wrong, but that's how they roll.

So, this law said the governor needs to have a court hearing before granting immunity from the federal law. This seems like an easy go-fund-me effort.. just start a formal hearing soon as it passes.
So question, let’s say a man set up a shop building suppressors in Texas after this passes. Alphabet soup shows up at his shop and gets hauled off to jail. Questions are, which jail would you go to? Would you stand trial in Texas or somewhere else? Is their federal courts inside of the state? Would the feds need the help of Texas LE to enforce this?

Well looked up the KS case. Looked like the courts upheld the convictions but only gave them probation. Case got appealed to SC but they turned it down, Trump wanted convictions to stand.

There are Federal courthouses all over Texas and plenty of Federal jails in the country.
What this means is the local LE and state types can't help the Feds in any way. The Feds want to bust folks, it's all on them start to finish.
Pretty much exactly how it is for "Sanctuary States" with people in the country illegally, or states where drugs that are federally illegal are legal in the state.
Being that one of the murder masters from massacres a bit ago is now the head of the ATF, I'm going to assume unlike immigration and drugs which the Federal government kind of goes back and forth on if they want to do anything about depending on the politician in power, they WILL have a raging hard on to show that you best obey or they will burn your family alive, kill your wife, murder your dogs, ass-assassinate you and all that good stuff.
So my prediction is:
1. folks who do stuff themselves and keep quiet and go about their life will have little to fear.
2. Those that setup a big commercial operation and go advertising themselves are going to get Hammered hard and fast

The Commerce Clause and States Rights are the test here. So far, it appears that states and municipalities that want to defy federal law are immune. But are they only immune to 'woke' causes? Like drugs and 'wets? Are they also going to be immune when it comes to a clear Constitutional Amendment that involves "Arms." Or is that "Amendment" merely inconvenient to the Communist/Woke/Progressive/Liberal/Democrat politburo that thinks the Constitution is invalid and subject to whatever they say it is?
I'm fine if people want to be stoners. I think feds should just legalize everything and ban Narcan. But it's a two-way street. If stoners are immune from federal law (bless their hearts), then those protected by a clear constitutional Amendment should be equally protected from federal over-reach. And "Arms" is a bit tent term.

However I can say from at least the past couple years, I have seen a glaring difference in how the law is applied if you are on the Communist side vs. if you are on the Patriot side.
I'm guessing we get to see within a year how things are going to go, as I'm sure a lot of folks will be celebrating the new law and will be being very public about it.

Not sure which bill you're referring to. HB957 has been sent to the Governor for signing.
SB7, the election integrity bill, was killed at the last minute due to the Democrats walking out and removing the quorum necessary to hold a vote. Abbott is calling a special session to address that and a few other things.
I saw it passed the House and Senate. Went to the Governor a week ago.
I was thinking he didn't sign it because democrats walked out. But that was later.

"So long as the components are 'Made in Texas.'" How far down the rabbit hole do you need to go to be Made in Texas? Does the titanium ore need to be mined in Texas? Final finishing on a Ti tube sourced from outside Texas? And, how does one certify that the can is- in fact- Made in Texas?
That is the argument that has been used to justify all enlargements of the commerce clause. Pretty sure it will be used here, and all precedent is on the side of the feds. It could be as little as the machinery used to make the devices, as particle transfer is likely in most cases. And don't forget about the cutting oil. That shit is hard to get out 100%.
Texas might be easier than some with every petroleum product coming out of Houston, but yes I believe that this is the right answer.

If that's the case, and I take your word for it, then either the TX legislature is dumber than average, or they wrote it knowing it would be easily overturned. My guess is both, but definitely the second.
It looks like if you wanted to do the kit thing, the kit would need to have been fabricated in Texas from basic components and such.
Except things like screws, nuts and springs.
