Can anyone steer me towards where to get a raptor if I am not LE.

I'm not aware of any restrictions that would prevent a U.S. Citizen, who is not law enforcement, from purchasing a Raptor, which comes in 4x or 6x. Per the ITAR restrictions, it would have to be shipped to a U.S. address, remain in the U.S., and remain under control of a U.S. citizen at all times (meaning: no loans or temporary transfer to foreign nationals -- not even for a couple of seconds to peek through the Raptor).

I am going to try Vic over at TNVC, it does state on several websites that they will not sell you a raptor unless your are LE.

The restrictions have at least been temporarily lifted.
Vic got me a MilSpec PVS-22 OSTI UNS.
Check their website for details.
