Rifle Scopes Help me with a scope mount problem?

I finally had a chance to mount my new scope- a Leupold Vari-X III 6.5x20 AO EFR on my Anschutz Match 64.
I had ordered some Anschutz rings from Champion Shooter's Supply and installed them on my rifle's rail.
I went to the range today and found that the point of impact was very low- about 8 inches. I started dialing up and found that I ran out of vertical adjustment. It hit the stop and I am still about 4 inches low.

Is there a front and rear ring in this set? I got the scope used and the previous owner had a lot of vertical adjustment left so I am thinking it must be something I did.

+1 on what ChadTRG42 said, But here's a thought. I don't know about your Leupold scope but I had a similar problem with an older Redfield... and check to be sure you haven't reached the very end of adjustment before you try this. I have a Redfield Accu-range 6x-18x that did the same thing and all I had to do was take the cap off the turret and put it back on, on the other side of the stop. Now, it's important to note that the Redfield would only make one full revolution before it stopped. If you're cranking yours back and forth more than that it's probably NOT the issue.

The rails are a permament part of the rifle. The rear rail is for mounting the olympic rear apeerture sight. They both look level to me. I switched front and rear anyway.
One thing I noticed is that I have a pretty good gap between the front bell of the scope and the barrel- around 1/4"- 1/2".
Still, I wouldn't expect to run out of elevation at 25 yards.
I removed the rings and measured- both are the same height.
I did replace the knobs before mounting the scope. It came with target knobs that could still use the covers. I installed some Leupold knobs that are wider at the top. I don't know if I did go through a full turn before hitting the stop or not. I will try that tomorrow.

A good friend at my club that knows firearms and optics suggested checking the rings to see if they have a front and back side- not swapping the front ring with the rear ring but turning them. He thought there might be some elevation through the ring's bore- that there might be a slope in each ring itself.
he had the same problem with his Anschutz. His solution was a base/mount with elevation built in. I may have to go that route.
