can you buy one - yes; but, if you are making an SBR, which I assume that you are, then you are going to have to dedicate a lower for a SBR platform and there are rules for that by the ATF. You will have to have a $200.00 tax stamp and go through the ATF process and you will have to have the lower engraved as a SBR if it is not already. Not a hard process but you have to follow the rules.

I am also wondering about the same and also a little confused, does is this sound right:

#1 go to a class III dealer and order a full sbr. Then when we get a ser# fill out a form 4 w/ $200 then wait, when paper come in I get my stick.

#2 Take a lower, have it marked as a sbr, send in paper & $200, when paper comes back, order random sbr upper, slap on my lower and enjoy.

About the marking, is it just engraving SBR and adding a digit or two to the current ser#.

As I understand it for option #2, you don't need to engrave SBR and you're not supposed to change the serial number. You engrave your name (or trust's name) and your city and state.

Other than that I think you have it right. The form for #2 is a Form 1, IRRC.

I am just annoyed... I spoke to ATF today and apparently it is prohibited
to own a short barreled rifle or shotgun...

I said well I could always move to minn and she said it's not allowed
there either...

Serious the second amendment right is the right to have arms... Not
which fucking arms...

I'm debating south dakota or az... Everytime I get denied from a right
I was already granted by us constitution, I feel cheated

Is it the ease with which you can stow a short barreled rifle in a tractor cab, disdain for hearing or love for reduced range that makes a 16" barrel so undesirable?

I don't see why you asked "Why?" when he asks "How?". Seems a little impolite.

But he'll probably start a new thread asking where he should move to. My vote: stay out of ND, it's too cold and there aren't many people here; of course those are the two reasons I'm staying.

like a good reason if they allowed me to give on heh...

A fuck it... I'm just gonna put that "want" on the back burner...

the guys at spike's tactical will take your pistol upper, build for you a lower (assuming you'll be buying one from them- should be around $250 estimated). When you get it then you can register it as a pistol in your state. 11.5" uppers are available at many places.
