Gunsmithing hitch in my bolt giddyup

I've heard of this happening before... what causes it? Should I just stone the burr off to try to smooth it out some? Or should I do something drastic and try to weld it up a little bit and restore the cam profile?

Just about every Remington has this issue. Leave it be or send it off to have the handle timed and tig welded. accu-tig.com comes to mind.
