I you're o/o elevation adjustment, try a temporary shim cut from a soda can under the rear edge of the scope base to see if it brings your scope's optical axis down to where the target is back within your adjustment range. If it works, use the shim to set the slope for glass bedding the base. If not, try two shims. This is very hard to make work with a two piece base system.
My 16" 1:9" Bull Upper has a BDC reticle with aiming dots for distances out to 500yd with Mil-Spec ammo; and I figure that's a reasonable limit. My 24" 1:8" bull upper shoots HDY 75gr HPBTM well, and I haven't tried to find its limits yet, but I suspect it's gonna be a 'fur piece'.
