What would you see as the purpose of bands like that? I don't carry 3/4 or 1" elastic currently because I don't have any products that use it. If it's something that I think others would find useful then it's not a problem for me to buy a roll or two.
The cover that I was using before I started making them had such a band, but I never actually used it for anything.

Anyone wanting any thing custom, please PM me. I hand make these books so I can add or remove features as needed. I can quote you an individual price depending on the difficulty and materials involved.

That is definitely doable. The only problem when you start adding things like that is that you will reduce the number of pages that you can keep in the binder. We are limited by the thickness of the spine on the Impact or Storm binders. I would have no problem doing cartridge loops for anyone who wants them, but I don't think I would make those a standard feature. It would add about $10 based on the materials and time that it takes to set them up.
