Inconsistent headspace results on hornady 6.5 creedmoor brass

After setting up body die to bump shoulder .004" back and checking shoulder after resizing a few cases and getting the results I setup for, I resized a total of 50 cases.
When done resizing I randomly rechecked a few more cases in the 50 and they were not all the same .004 bumped back. Did I do something wrong setting up the die or possibly the cases are out of spec?? The cases were all fired from the same rifle.
 
What press are you using? Is the body die bottomed out against the shell holder? Are you Annealing your brass?

Not all brass is the same length when it comes out of the chamber after being fired. Therefore, it's not all going to get bumped back the same amount. I measure 10-15 fired cases and take the longer cases of the middle half and set my dies to bump based on their length. Then I check to see if there are any problems chambering the sized cases. If none, I'm done.
 
Inconsistent case lube application will cause shoulder bump variations. Sometimes it helps to keep the case in the die at the top for 2-3 seconds before lowering it out. I sometimes run the case twice into the F/L die, pausing at the top. Try this and see if it helps.
