I once worked at the Job Corp in McKinney, Texas. Funded by the US Dept of Labor, it is operated by a private contractor.
I was teaching electrical trade. And actually, I was the first instructor they ever had who came from an actual working background of electrical work.
The approved training program was written and compiled by a Marine who never did electrical work. The person in charge of trade teaching had actually worked in construction for a while. He was my supervisor. Later to be replaced by a nigerian who's prior experience was physical education.
A bunch of hoodlums running around. But some of them were really good students who were misunderstood and some of my greatest personal achievements involved making a few of them see their potential to have a better life.
The objective of the company running the campus is to have a near total population of students of 620 for a period of 24 months because they are paid a fee per student per day. When that student's time is almost up, time to hustle and get them out of there.
I ran afoul because the Marine who designed the book decided to watch me teach. I was having a class on how to bend EMT. I never once consulted his book or had them look at it. I physically showed them what to do and these kids were diagnosed as ADHD and Autistic but they can do math. Once student was in an hour, bending 4 point saddles to get around obstructions better than some guys working in the trade for years.
They decided to remodel the buildings to be "green." So, we were running a new circuit through the building for a heat pump. One student ran 60' of EMT in a cramped attic in an hour. That was impressive, you had to be there.
Another one turned out to be a math genius but didn't know it because everyone but me called him stupid. I could see he was actually quicker than most people. He wanted to know how fast he could learn this stuff. I said, don't worry, I can keep up. How fast do you want to go?
You could see an instant change in his demeanor. That meant the world to me.
But yeah, it is essentially a plan to educate and provide a trade of some sort to young people who could lead a life of crime. And a number of times, they are just hoodlums waiting to get out and be criminals.
It can be a shit show but only every day.
Anyway, the one who wrote the electrical program got upset and told them they could lose the accreditation for it. Since electrical trade was the only non-union trade there, they decided to hold me responsible for their miscreants creating a football out of a roll of toilet paper and electrical tape and playing football in the field while I was in the midst of being bossed around by a supervisor while we did the "green" thing.
I would later meet people who thought about sending their kid to Job Corp. Once I explained the whole prison vibe, they decided not to do so.
