What does the RR being blocked have anything to do with a nationwide lockdown? The rail yards here are always blocked to civilian traffic. Likewise with NYS, where I am at. Nonessential businesses must close and work from home. My job is considered essential since we are contractors, suppliers, and fabricators, but running only at 30% capacity. Everybody is getting reduced hours.
How is locking down unauthorized access to a hump yard, which is critical infrastructure to ensure logistic continuity to keep the nation supplied and powered, a nationwide lockdown on Sunday? And all Class 1 railroad employees (whom are asymptomatic) are exempt from any lockdown as part of that critical infrastructure.

Railroad companies all do that. Not only to prevent theft but also to prevent sabotage/damage to signals and equipment. Restrictions to non-personnel access have tightened after 9/11/2001.
