It's a decent striking weapon (30" long, a couple of pounds, and a bunch of hard edges), and it's easily concealed as a legitimate mode of urban transportation. Of course, a lot of those "protesters" are legitimate skateboarders; a subset of that crowd has a 40-year history of anarchy and street brawling. Clips like "Mike Vallely vs four jocks" are some of the earliest non-porn vids I can recall seeing on the internet, and there are a few decades' worth of fights before that which weren't captured on cell phones. There is also a long history of antagonist behavior between cops and skaters. This, apparently, is the logical conclusion.

If you are armed with a gun, you try to stay as far away from somebody with a contact weapon as possible. If you must engage, engage while moving and maintaining good footwork and good distance from the tangos.

For all we know the only thing he was guilty of was not being fully commited. Maybe he came down to protect businesses, but decided it wasn't worth it.
