I lapped a set of 30mm Badger scope rings, Ceracoated in dark earth with a Wheeler lapping kit. I didn't experience any chipping.
The set of rings were the USMC version so one ring was thicker than the other. The thinner ring lapped off the Ceracoat faster than the thicker ring. It was tricky getting the rings to lap evenly but the scope mounted without problems. Next time I won't Ceracoat my rings.
If your rings are identical in dimension it should be an easy job.
