I think that the officer is not cut out for the job.
Has nothing to do with worrying about the public and everything about the officer being in the wrong line of work. Hopefully he realizes that now and looks for a new job

Thats the kind of cop I want to come confiscate my guns. That way I can take his guns.
He was more afraid of being publicly framed as just another evil white policeman then protect his own life.

These types exist in every department. Their coworkers know who they are and weak supervision and administrations push them through dispite the objections of those that are unfortunate enough to try to train them.

Perp knew he had control over the officer. Man what are they going to do but to put a fence around these areas to keep them localized since you can't police them anymore. They break out to the rural areas people don't care what will happen to them when they are defending their families. Job one extinguish the threat to protect the lives of your family.
