OK I looked at your receiver and understand your problem. I would not remove material from the rings/ ring assembly - but why don't you build up a little polymer insert using material from tap plastics (or some other store like that), equivalent to the Zee rings? To be able to allow more elevation, you need to get the scope to point lower so that the rifle we shoot higher, so you need to elevate the rear ring and/or lower the front ring. The issue with this would be:
- the ARMS throw lever concept is really cool because it does not lose zero; with an insert you almost certainly lose that capability
- the material you choose must have long term stability under stress, it should not be able to flatten with time, so material choice is critical.
An alternative possibility would be to very lightly metal-shim the rear ring, using adhesive between the shim and the ring that can be taken out with a solvent (avoid epoxy, and water-based solvents obviously). I have never done that. I am not sure how well it would work in terms of ring stability - it would have to be done very well and carefully.
Did you try swapping the rings as somebody was suggesting earlier? This might be the quickest way out of this...
