The shortest route to a breakdown single shot would be a New England Arms 308 Win and load your own subsonic ammo.
Buds gun shop had a bergara barrel chambered in 300 blackout for an encore in stock.
Also, bergara makes a barrel for the CVA apex in 300 blackout. That is the one I have and it is very quiet and holds under 2" at 100 with 220 gr matchking subs.
Why a 300 whisper over 300 blackout? Blackout is more common and easier to find and essentially the same as the whisper.
Do not buy a 308 if all you plan to shoot is subs. You will be drastically limited by the twist rate and case volume. It is possible, but much easier and more efficient in a 7-8 twist blackout.

The AAC handi-rifle in 300 blackout sounds like it would fit the bill? Under $350 and may even shoot the Whispers too? Plenty on Gunbroker.
Thanks for a lot of info. What is the biggest difference between the 300 whisper and 300 blackout then? I thought the 300 whisper had a longer ballistic effective range?
The Blackouts chamber is designed with a longer throat. It enables lighter bullets to be loaded longer and with that, a little more room in the case for powder. Helps the folks that want to hunt with it.
The cases are virtually the same.
You may find a used Whisper SSK barrel for the Contender.
Bullberry, or Match Grade Machine will make you a Blk for the T/Cs.
