Lost boat title questions

I found a both in Utah and been looking at for awhile, price finally came down so I've been back and forth with the seller for 2 days now and we decided to meet up as I'm in Nevada, and he comes up at the last second and says he can find the title. so i called on it and was told to fill out this form http://tax.utah.gov/forms/current/tc-123.pdf Has anybody done something like this? or is this a scam, I've got pics of the boat including the Hull Id and can't find anything bad on the boat online threw searches. and how does filing for a title like that work from State to State.

It is up to the owner to get a replacement title to show you when you look at the boat. Do not give any money or deposit until you get an authentic title.
 
I've dealt with a lost title when purchasing a motorcycle, but that was from a very trustworthy seller (best man at my wedding) and was all in-state. The process was quite simple; I applied at the Secretary of State for a new title, and one showed up about two weeks later.

I'm not sure I'd want to mess with this matter across state lines, and especially not with an untrustworthy seller. Let that individual do the legwork in his own state to get a new title if he is serious about selling the item.
 
Well, I've been party to this exact thing. Boat (the typical 18.5 IO/etc.) was a screaming good deal because it didn't have a title. I think it was bought for ~$2K in TX and was easily worth $8K+. The title process was apparently a nightmare and the boat was a boat anchor for more than a year waiting for the state (Colorado) to get a new title. I think the process only cost $200 or so but it was worthless until the new title was cut.

The owner would have a much easier time getting a replacement title and then selling it. I personally after seeing that process would never buy a boat without a title, especially from out of state from a stranger.


After I posted this I realized the boat was the easier part, it was the trailer that took forever to get titled.

Don't know about Utah, but in Kentucky all the owner has to do is go to the courthouse in the county the boat is registered, show the current registration, fill out a form, pay a small fee, and wait for a replacement title to show up on a week or so.
