Rifle Scopes Major issue with point of impact !

Hello,

It's been some time since i've posted here but some time ago i purchased a Savage Model 10 FLCP-K .308 rifle. To my surprise it had come with a base so i decided to leave it, i picked up a Nikon Monarch (3 i believe) going off rough memory 6-24 with the BDC reticle.Picked up the TPS 1" rings, followed all directions and mounted her up. This is where things get hairy, at approx 35 yards just looking to get the thing in the ballpark i took some shots and its not even on the paper (did do a rough laser bore sight). So i took some shots and realized i was hitting a mile to one side, i believe way right. Long story short i range out of adjustment before even getting anywhere close, i think i was clipping the edge of the target/back board with the thing maxed out to one side. I took the rings and scope off, did everything i could think of with no success and then i noticed my scope base also starting to work itself loose. At that point i was over it and just parked the rifle. I had been chasing my tail in circles and was so frustrated at that point i just dropped it, i had removed and mounted that scope 10 times by then.

So here we are, its been about four years and i'm thinking about giving that scope another try lol. Obviously job one is to remove that base it came with, clean well and remount securely. Right now its tight, i wanna say back then i snugged it up and took a couple shots with not change in impact. I'm trying to decide if i reuse this base or just order a new one, weaver has a nice looking piece with great reviews for like $40. Savage couldnt tell me if it was weaver or picatinny but using the three quarters trick they fit so i'm going with picatinny plus i got those rings to mount which shouldnt have been possible on a weaver if im correct. The only thing i wonder about is that the slots dont run all the way across like most rail i see. The left and right edge are there but the center section of the base is open if that makes sense. I'm wondering if i should get a base without the center machined out ? I would think it may offer more area for the rings to hold when mounting and be more secure?

Beyond that I'm wondering if anyone has any advice or if it sounds like i could be missing something obvious ? The gun seems to function great, i first assumed my rings were the culprit, really didnt want the glass to be the issue and when i found the loose base i was like ah ha and obviously four years its been a while but i recall something after snugging that base with no result just pissing me off so i guess we'll find out what soon lol. Start with base then move to rings ???
 
I'd say lock tite the base, flip the rings around and try that. The Savages come with EGW rails which are definitely quality. Some will not like the center not being solid but it really doesn't matter as long as everything is installed, torqued and locktited if need be. I also recommend trying another scope. Flip the rigs around first, so that the nut that tightens the rings to the base is on the opposite side as they were at first.
 
You could also try some Burris Signature Zee rings if flipping the TPS rings doesn't work. They have inserts that you can switch out to get close to zero without using your scope adjustments.
 
Give it to a friend to try on one of their rifles that has a proven record of accuracy. Use their rings. See if the issue is your rifle, your scope or you.
 
Flipping the rings around is a good idea. When you remove the base, line up a long strait edge with the mounting holes in the receiver to confirm they are in line with the barrel.
 
You can also set your target at 25 yards, pull the bolt and look through the barrel and line it up on the target. Dial the scope to the center of the target, easy peasy
