WTF! Not the smartest choice you could make. I would certainly use a less resilient strain, especially if you have friends/kids/coworkers in common with said receiver of malice. Anything that difficult to kill would spread through your circle of friends like wildfire. Never had lice of any form, but my understanding is that crotch lice can spread without "direct" contact so to speak. I can only imagine the karmic backlash.
Sounds funny in theory, but practical application would be risky at best.
