Just received my EH2 stock with BDL Mini Chassis and no instructions. Is it the same torque for the action screws as the standard fill stock with mini chassis and badger bottom metal 65/45 ? Also did not receive action screws so it must use the factory ones??

65/45 is good. That's pretty much standard for chassis and stocks with pillars and bedding. Since its a bdl I would imagine it utilizes the existing screws
You are applying pressure between the pillars from the action to the bottom metal, what stock or material that is between the pillars makes little difference. Torque to the standard 50-65 in-lbs
