The Manners stocks need to be bedded to get the most out of them. The bedding compound will take the shape of the action. The actions between two identical make actions may not be 100% the same, much less two different makes. The Tac 30 has a separate, but pinned recoil lug, whereas the Surgeon has an integral recoil lug. The shape will be different.

because i got the mini chasis option, i do not plan on bedding this action. I just want to have the option of being able to upgrade to a different action whenever my budget permits it. Unbedded, will a tac30 drop into a surgeon inlet?

You may want to call Manners and ask them if the two actions have the same inlet. If they do, then drop it and rock it until you upgrade. Not sure why you want to "upgrade" a surgeon action. If it was me, I would forget about the TAC 30, bed the surgeon and rock it. You can always do a completely new build, in a new stock if you have to have the TAC 30.
