No one is entirely sure it's capable of doing anything. They bought the gutted wreck from Ukraine and fixed it up to be a "trainer" but they have no carrier aircraft or if they even fixed the "carrier parts" of the ship. It's more or less a face thing, there's an estimate running around somewhere written by a retired admiral(iirc) that states they're 10+ years from being operational even if everything works and they have the planes, because it's a lot more than just hardware, it's training too. </div></div>
There is alot to be said about the knowledge thing too. I have heard that landing on these things is not that easy (Pun attended) Its not like that they can come over and say, "Hey USA, how do you do this or that" Hopefully, there will be a new tenet at 1600 Pennsylvania Ave soon that for sure would tell the Chicoms to pound sand if they did call and ask how to land on these things. If so, I expect to see sever red smears across the ass end of their carrier.
