That reminds me of being deployed in the 80s and getting a hot meal (breakfast) sent to us in Mermite food containers. Officers ate last and being at the bottom of the "pecking order" I used to get what was left - scraps. I bribed the cooks to send back with (my) driver a loaf of bread and I'd make a bacon/egg (scrap) sandwich. The leftover bread I kept for making sandwiches out of the MRE ham/chicken loaf or meatballs. Oh joy!

If the strap wasn't wrapped around the axle and wheel it would be piece of cake to Dynamic load that strap.
The strap is stitched into a bungie style so that it absorbs the load as the target vehicle pulls tension. Breaking it can be done but it is mich more difficult than you would think. Also the suprise to the "bad guy" driver of their vehicle being grabbed from behind and dragged to a stop tends to impare their ability to make quick decisions. Usually just floor it and burn our the other tire.
