Look at the facts in the pic.
The wheel is off, why would they still be trying to take it off ?
Hmm.
The brake caliper is not in the pic, why was it removed ? to remove the wheel? I think not.
You can see the lip of the floor jack plate behind the rotor....sure appears to be pushing on the rotor, doesn't it ?

Not angry, not saying you're wrong and I'm right....
Just saying look at what is in the pic without any preconceived idea of what's going on.

OBTW.
Chemical reaction you mention, correct nomenclature = galvanic corrosion.
crap who would be stupid enough to start an argument with you...do you think they might of taken the rotor off to get the jack to where they could push on it?

Just stop, lol.

“Galvanic corrosion (also called ' dissimilar metal corrosion' or wrongly 'electrolysis') refers to corrosion damage induced when two dissimilar materials are coupled in a corrosive electrolyte. It occurs when two (or more) dissimilar metals are brought into electrical contact under water.”
I don't care what caused it, when it happened the wheel was a stuck mutha f

Wonder what race it is, could find out. I’ve seen some dudes do some crazy shit and save it lol.

I’m curious if he didn’t or not.

I’m betting Isle of Mann TT (edit: I don't recognize that corner from the TT but it does look like the kind of flat out running that those guys do)
Doing some image searching I think it's Macau. Picture has been around since 2012. One reference said it was from Macau 2011. Possibly Michael Rutter.

Edit: this matches pretty good. https://ultimatemotorcycling.com/2011/11/21/2011macau-motorcycle-grand-prix-results/amp/
