What the hell??? Looks like a soft spot in a tire sidewall
Although they are not my favorite visually, they are still quite serviceable. They wouldd certainly do in a pinch.

I dine at the Y every chance I get but I have also eaten monkey meat at a roadside stand in West Africa, that shit is chewy!
A couple channels I follow on YouTube do this quite regularly when they're doing bush flying stuff out west, Idaho, Utah, places like that.
