I know someone who had a repeating problem of a dog urinating at his front door. He set up a wet mat, rubber mat on top, then a pie plate. 120 volts AC was attached to the pie plate and the wet mat. Dog tried it one more time, then when howling down the street. The dog never came back.
As to the sketch, it is wrong unless it is raining. The electricity would flow through the handrail, not the concrete walkway. Also, as mentioned above, if there is some distance to the powered wire.
Pretty sure that's a cable car electric wire; carries a shit ton of voltage/amperage. Plenty enough to kill someone dead if they touch it/piss on it.
Exactly! When dealing with High Voltage and amperage, there is something called arc flash that makes up for any gaps between a grounded person and the electric source.

Most of the electric rail systems are floating systems where there is no reference to ground to protect against issues like that. There are many 500 volt DC systems, and I have worked on 2kV and 4kV AC systems also.
But I have witnessed a drunk buddy piss on an electric fence and it knocked the piss out of him. I think he was pretty close, and it was one of the big old red tombstone fence chargers.

He was nice enough to warn us all, I remember him telling me that probably around age 5-6.
We all knew what they were pretty young and it was always the myth vs the dare. I touched a couple here and there and never had my junk out anywhere near one.
Oh yeah, that chick in the blue plaid and shorty shorts looks like big TROUBLE!!!! Its a generalization, but I would guess a woman who dresses that way is probably 8/5's crazy.
