I've cut heads off all kinds of animals. The copperhead last week moved for a long time after decapitation. I've also been near lots of dead humans, after 20 years in Fire/EMS. The blood looks dried on the concrete block. Telling me enough time has passed to halt any neuro function, and certainly any muscle contraction.

While that's not a very quality set, a good pair of enhanced ones are pretty damn nice in my experience. There is definitely a quality difference.
