I have to ask, WTF?

Generally this happens, and I've seen it twice, to get around zoning laws. I'm sure they wanted to do something that is allowed only "on the same level as the garage". I my home town a guy wanted to build a 3rd story to get an ocean view. Zoning allowed one story above the garage. He asked for an exception and was denied. Built a garage on the second story, put a garage door on it and finished it as a game room, and put his 3rd story on. It was right on them main street so everyone drove past it and laughed.

I'm sure his game room had one hell of a view when he opened the 'garage' door. :geek:

Why was the guy carrying one in the first place? Aren't they controlled like eagle feathers or endangered turtle shells?
