It's a classic "canary sign". Some warrants (usually FISA but some others) can prevent the party from disclosing they have been the subject of a subpoena or warrant, but there is explicit SCOTUS ruling that it doesn't stop them from removing a sign saying they haven't been. This results out of precedent that the government cannot compel you to lie without very specific and extreme circumstances

Just the owners exercising constitutional rights to keep their customers informed when facing potential underhanded tactics from a potentially unfriendly government.
