Necking

Is it better to neck up or down from a brass life perspective? Like .243 to 7mm08 or .308 to 7mm08?

If you neck down, you will need to trim the outside of the neck as it will be thick. If the brass is very thick it will not chamber. Necking up will work, just go slow and anneal if you can to prevent splits.
