This is how I've been looking at it. Lack of preparation on other people's parts isn't an emergency. We're busy dealing with a pandemic. If it isn't food or medical, it's not essential. People need to stop going out and spreading disease.

It’s the state portal side he’s shutting down. So FFL licensees can’t transfer to the public. I’m not making a case for it, just saying he’s not controlling the fed.

For my state, you’d have to be able to transmit the transferees data first, receive a “delay”, then after not receiving a response(in a specified time) can you release it. By removing the utility for that transmission, you’re stuck

My understanding is that they have 3 days. If by the end of day 3, you havent been turned down, the ffl can legally release the gun to you. This is in wisconsin.
