Costs aside the NF 5.5-22 would be a better comparison to the Vortex instead of the 3.5-15 and better suited to F-class competition.

F-class on a square range at know distances.. a SFP would be perfect. The FFP would be more useful in tactical comps where you are engaging multiple targets at different distances and probably different magnifications for optimal terrain/target view. If this were strictly for F-class I'd probably opt for the NF SFP but in 22x, but the 15x is a great choice as well.

Neither of those are ideal for F-class. You'd probably want more magnification than the NF 3-15 and better glass than the PST. A Nightforce benchrest should be an even split between the two pricewise and better suited to F class than either.

Mils aren't great for F-Class, 1/8 MOA is the way to go. As much mag as you can get, and a fine reticle will help as well.
