One of the easiest ways to tell if you have the ZeroStop is how many screws hold the turret cap in place. The ZeroStop turrets utilize two opposing set screws. One at "0" and one directly opposite at "5" or "10".
Non-ZeroStops only have one set screw at "0".

You can remove the paint also. I did mine this weekend, it was easier than I thought.

I have stripped a painted scope using acetone (carefully). Have also used that Orange gel paint stripper from Home Depot. Keep whatever you use off the glass, though if I recall correctly USO suggests acetone as a cleaning fluid on the glass on their scopes.
