It is a liberal ploy to mandate training to make it inconvenient to the applicant. Long classes that can be covered in in a 45 minute power point. For example, Ohio specifically defined a 10 hour class that could not be held longer than 8 hours a day. Most of the states do not say what is included in training but will add a time to it. In Virginia, you can take an online class or sit in a class that is mostly someone talking for a while then handing out a pamphlet from the Virginia State Police. The libs are against the online class but don't care what is included in a classroom. Laws are being used to harass not protect.

These "classes" are designed to make the average person decide it's just too much hassle. They reduce legal CC that way.
 
I dunno . . . I hear bleating about Texas, but Texas recently cut both class time and fees in half (or better) . . . . hardly seems that they are trying to discourage anything. Yes, there is a range practical, but it's so simple that anyone that can't pass it, I'm not sure I want in public with a firearm anyhow. 20 shots at 3 yeards, 20 at 7, and 10 at 15 . . . 8 ring ot better is 5 points, 7 ring is good for 4, and 3 points for just hitting the man sized silhouette . . . . IE, you would have to be certifiably dense to miss anything at 3 (it's moremlike 2 once you extend your arm . . .), and that's 100 points of the 175 you need right there . . . . 7 yards, just hit the life size silo 20 times and that's another 70 and a couple inside the 8 easily gives 75 and you have passed . . . . as you can see, other than a toyal numpty can pass even if you don't shoot at all at 15 . . . . And the class is mostly making certain you know state law - not about how to shoot. Compared to 2 full days, much higher fees, etc. etc. it's pretty trivial now . . . and I think the main goal of the practical isn't so much to ensure you hit the target, but more that you don't miss and hit someone else . . . Yeah, constitutional carry is great, but this is hardly an impediment . . . Oh, and reduced costs for the poor as well . . .
