If it is all about "lowest price," then get a PVS-4 (with GEN II) intensifier and use a LUNA ELIR 90 mW IR illuminator as needed.
The PVS-4 has aiming reticle modules that can be swapped / changed; and can be upgraded to a GEN III intensifier tube later when you have more $$$.
PVS-4 GEN II, ~$1,200 (used)
LUNA ELIR 90 mW, ~$350 (new)
Otherwise, your most versatile set-up is to do a base purchase on a PVS-14, which you can do one of two things with: (1) mount the PVS-14 to your head and mount a laser designator / aimer to your rifle, or (2) mount the PVS-14 on your rifle with an EOTECH or other holographic aiming device in front.

Accessory Rail Adapter (replace 10/22 barrel band), $30
