I've never been a fan of VLD bullets, and I think you'll finder better groups with a more traditional bullet from Berger (80.5 fullbore/82 berger) or Hornady (80 amax). The benefit is that it's easier, in my experience, to keep bullets in tune...and they have similar, if not better BC in 223.
That said, I'd go back to 23.7 and play with seating depth...but I'd bet you can get more powder and velocity in there.

I would work the 23.7 load.
The group before and after have a very close POI and that is a good group
I would throw a 23.5 23.7 23.9 at the same target and see how they print.

23.4 grns be load I'd work on to be honest. I'd try using a tighter neck tension if you're using a neck sizing die with bushings and work on the seating depth in .010 increments most VLD bullets like to be jammed to a slight touch also.
