Check out supplycaptain.com, I've bought 4" loop from them a few times for velcro on the upper chest and sleeves of some of my customers ghillies. They don't offer bulk lengths, just pre-cut sections. Great company, super-fast shipping!

Supply Captain is good to go. I get some of my stuff there.

For bulk webbing and velcro I use Lowy USA. They only sell in full rolls.
