I've got to guess that when the FD shows up at a fire, the owners/occupants are happy to see them trying to save the building. When a LEO shows up for most anything, folks think the po po is there to bully, harass or yank them around. Facing folks with shitty attitudes all day has got to wear them down.

Then you add the fact that very, very, very few government entities (city, county, state, feds) back any police department anywhere. Look at what the black lawn jockey's Justice Department did to PD's nationwide.

Discretion is key. Firefighters aren't there to arrest anyone (but they can call folks who can arrest people).
Cops, on the other hand, are regulated to a much higher degree. A large part of that is to reduce the officer's discretion.

Once upon a time, folks knew people and the local constabulatory (Interesting how auto-correct treats that word) could feel comfortable making judgement calls on whether or not a certain someone needed to spend some time behind bars.

Out of the top 10, 8 are helping other people and caring for someone else other than yourself. Goes to show that if we all tried to make other people happy instead of being selfish , we’d all be much happier.
