Protocols for civilian noncompliance and resistance:

1. Quiet disobedience. No complying with tyrannical edicts.

2. Sabotage and compromising of the various tools used for tyranny, ie., computer networks, data hubs, etc...

3. Tit for tat. A demonstration happening and state enforcement agents have detained protestors? Kidnap equal number of state agents/essential supporters/associates and hold them as bargaining chips.

4. Sicilian and Brazilian protocols AKA "Unintended Consequences": Once the state uses lethal force, or innocent people have disappeared and could not be located, EVERY one of the state's agents, down to the lowest employees, are fair game for equal retribution, in their houses, streets, etc. No quarter to be shown.
