When someone says this the first thing that pops into my brain is Star Trek and the prime directive. No matter how well intentioned you fuck it all up, and then things get fucked up. You can't take a stone age people and toss them a 1000 years into the future.Well there is more to it than that. That unconstrained fucking was controlled by mass killings, wars between tribes/groups and a scarcity of food and water. If the US stayed out of their business, and that includes improving agricultural processes, this would not be an issue.
I will say this however, it is not a US thing, it was a western europe thing. When the US was still in diapers western europe had grabbed chunks of Africa, there is good stuff down there, The Boer states fought two wars against the British. The first one ended when British soldiers started getting killed and they said, why do we care if the dutch have slaves. The second Boer war was over HUGE deposits of gold that was found. Then it became something worth fighting over....and diamonds. In the late 1800's you are nothing unless you had a colony in Africa. The Germans being a "new" nation got the dregs. Even Portugal had colonies, and some good ones. The French had most of north africa along with another new nation Italy.
One reason they are more "cool" around blacks during WWI, then the US. Chinese on the other hand, not so much. And really one line of thought is the Chinese brought the "spanish flu" at the end of WWI, lots of chinese unloading ships in europe.

This is a pretty good interview, you can tell Buckley has an agenda, like everyone in "the west" in 1974. I watched it years ago so I could be pulling memories from different things, but I think it goes into the, well we need to educate the blacks for two generations before they will be ready to take over in .gov. They have no real understanding on how things work, and they will be like children in the candy story eating everything in sight and wondering why they are sick, and nothing is there tomorrow. There is also a part I seem to remember about ID that just irks me.
