The protests were magnitudes more important to stop than the tariffs. This was a huge population openly protesting against the chinese government with international news and social media exposure. I think they're completely capable of doing something like that given they place zero value on human life, like all communists..., but why release it in their own city? If they were going to do that they could have just sent infected people on transnational airlines all over the world to spread it (which they did), and shut all immigration into their own country (which they did), without infecting their entire nation. This was clearly an accident, and a foreseeable and preventable one. They weaponized it once they understood what was happening, and restricted all internal travel while doing noting at all to contain it. Their reaction was reprehensible, but there is nothing to suggest that the initial release was intentional. You don't start an attack by shooting yourself in the foot.
