On Monday, the Collin County Commissioners Court hosted a public hearing regarding the proposed EPIC City project planned for east Collin County. The development has ties to the East Plano Islamic Center (EPIC), one of North Texas’ largest mosques. County staff opened the hearing with a presentation on the project status and recent announcements from Texas Governor Greg Abbott and Attorney General Ken Paxton.The 402 acre site outside the town of Josephine was purchased by Community Capital Partners, LP ("CCP") in September 2024, and is slated for a planned development with 1,000 homes, a mosque, a K-12 religious school, a senior living center, and retail space. As of March 31, no subdivision plat or application for development has been submitted by the developer. In his comments today, the engineer representing CCP stated that they were still performing a preliminary review of the site and they anticipate filing paperwork with the county by the end of the year.
Over 60 citizens addressed the court during the public hearing, all but two sharing their opposition to the project that has garnered significant attention over the past few weeks.In just the past week, state officials have announced five investigations into EPIC and its affiliated entities.
• March 31, 2025: Governor Greg Abbott today directed the Texas Rangers to open an investigation into the East Plano Islamic Center (EPIC) and any affiliated entities for potential criminal activities.
• March 28, 2025: Governor Greg Abbott today announced that the Texas Workforce Commission opened an investigation into the East Plano Islamic Center (EPIC) and any affiliated entities for potential discrimination in violation of the Texas Fair Housing Act.
• March 27, 2025: Governor Greg Abbott today announced that the Texas State Securities Board launched an investigation into the East Plano Islamic Center (EPIC) and affiliated entities for potential failures to comply with applicable state and federal securities requirements, including protections against fraud.
• March 26, 2025: Governor Greg Abbott today announced that the Texas Funeral Service Commission sent a cease-and-desist letter ordering the East Plano Islamic Center (EPIC) compound to immediately stop all illegal funeral service operations
.• March 25, 2025: Attorney General Ken Paxton issued a Civil Investigative Demand (“CID”) to Community Capital Partners, LP (“CCP”) as part of an ongoing investigation into CCP’s real estate development, EPIC City.
In my comments, I shared that I will not vote to approve a project that violates Texas or federal law and I cannot support the proposed EPIC City project.
All Texas and federal laws will be followed in Collin County. Although the county has nothing to take action on at this time, I will continue to monitor the project and will bring this project back before the public if and when the Court has a decision to make.
