Refunding police alone doesn't reduce crime when you have DA's and prosecutors openly acknowledge they will not prosecute many crimes, and judges giving no sentence (or parole) or much lessened sentences over and over. Increasing crime is causing chaos is part of "the plan". Those that get 2M/month in PSD allowance really, really don't care about rule of law as long as they are safe.
