@Western Living, regarding the ORM-D exemption expiring. Does that mean ammunition is going to fall back under Hazmat next year then?
I am not knowledgeable with regard to hazmat shipping. From what I've read, the DOT is transitioning to a different labeling scheme when ORM-D expires. It is a "limited quantity" label (black and white diamond).

It would be nice if the concept the name "limited quantity" implies included limited quantities of primers, but I've seen no evidence to suggest it does.
According to UPS, the new LTD QTY labels will work for ammunition up to 12.7mm (50 cal.) and shotshells to 8 bore (notice that this is slightly more restrictive than the code of federal regulations definition for cartridges, small arms.

Again, this is for what constitutes "cartridges, small arms," as defined in 49 C.F.R. § 173.59: "
Cartridges, small arms. Ammunition consisting of a cartridge case fitted with a center or rim fire primer and containing both a propelling charge and solid projectile(s). They are designed to be fired in weapons of caliber not larger than 19.1 mm. Shotgun cartridges of any caliber are included in this description. "
