Seems like I remember it being a mandatory thing, while working in those meat packing places, to wear PPE.
I also wonder why these employees are the epicenter.

Almost doesn't add up. Half the cases in the state are at one company. While some of our states get ready to resume 'normal' activity, other countries are locking down again, faced with a second wave of outbreaks.
It should be clear by now that this supposed "nothingburger" virus is going to impede our lives for a while. It already has crippled the world economy and it is not done yet. The only weapon we have currently against his disease is inhibiting person-to-person or person-to-surface-to-person spread.
There are two ways to do this. Either distancing or putting virus filters between people or a mix of both. If we put more filters aka masks between virus carriers and still healthy people, we will have to do less distancing to get the same effect on slowing this disease down.
If we do neither, then our healthcare systems and sooner or later our supply chains will collapse. We already have meat plant closures do to Covid-19 outbreaks even in 'flyover' areas. We cannot allow this fast spreading disease to rip uninhibited through our population even if it turns out to be 'only' as deadly as the flu per number of infected people (That would be several Million bodies in this country). The speed of spreading in countries and around the globe makes Covid-19 a pandemic in comparison to the regular flu.
The sooner and the more diligently we wear a virus filter (i.e. mask) in public, the earlier we are done with the house arrests. If you worry about your liberties, look at the bright side. A mask makes it much harder for big brother to identify you via face recognition.
