Problem with a seller question

I recently purchased a used Glock barrel from a guy here. Paid via PayPal, received tracking information but the package has only been scanned once and has, “been enroute to the next facility “ for over a week. And is way past it’s due date. USPS isn’t able to find it at this point. I asked the seller to consider a refund since I’ve lilsl paid for an item I’ll never receive and suggested he file an insurance claim with USPS. He has informed me that he won’t do that and it’s between me and USPS. Am I wrong for believing i should be refunded? This is the second time USPS has ducked me, first I was the seller and I remebursed the buyer. Perhaps I’m a fool. I haven’t filed a PayPal dispute yet but am considering it. Please advise
 
It will. The post office has really sucked lately. You can't file a claim for like 45 days or something anyway. It will just show up one day out of the blue. If it still doesn't show up within the 45 days, then you'll need to file a claim.
 
This happened to me (I’m the seller) a few months ago on an expensive ($2500) shipment. The buyer was already agitating about 3 days in since there were no update beyond the initial scan. I called USPS four times (waiting about an hr each time) and I showed the minutes to the seller to call him down a bit. I was about to file a claim (I had an insurance for about $1500 of it and was willing to refund the full amount) but it miraculously updated 7 days later. I suspect it will happen in this case as well. Since then I have never sent anything expensive via USPS again. Ups and fedex are the only way to go. I would ask a seller to do the same unless the parts is less than $xxx
 
Recently we had some stuff that was supposed to take 2 days to arrive via mail take about 3 weeks due to getting stuck in limbo.
Seems to happen more in certain locations than others.

Did you request that he insure the package for the value or did you decline that option due to cost?
If it was sent insured, then you could ask him for a copy of the receipt via text message & check with the post office locally, however most likely he will need to file the insurance claim for you & get paid by USPS and then refund you.

If this is happening to you twice in a row, perhaps you might want to consider paying extra for UPS or FedEx shipping on the 3rd attempt.
 
You can't blame the seller for not shipping the item. Paypal is limited in what they can do if you utilized friends and family. USPS does this all the time though. Give them a chance. I know it's hard waiting for a new toy or better yet something that will complete a toy. If you have a tracking number, I would take it up with USPS. I've called them before when they tried to pull that stuff with me. Squeaky wheel gets the grease. Good luck.
 
Here's the thing - the sender is the one who has to file the claim (he's the customer, as far as USPS is concerned). So, it's not just between "you and USPS" - that's a bullshit answer.

I had an item shipped via USPS seemingly get lost in their system. Placed a tracking request against it. It showed up at the recipient's address a couple weeks later. Then, a week after that, I get a note from USPS saying they can't locate the item at all. So, yeah, real winners there. Gotta love government agencies. When it really matters, ship some other way.
 
Update. Item arrived last week...genius put it in a standard envelope and it busted through. Thankfully USPS put it in a better quality envelope and sent both the barrel and shitty envelope to me....sadly my original agency arms barrel is still mia with no updates
 
I've had a few packages in last two months take up to an extra 2 weeks due to various reasons. Their website must be getting hacked or something since it's been a pain to track packages.
