Well my rifle finally came. After waiting 10 months, I can say it was well worth it. Here's the specs:
Action: Rem 700
Blue printed and bolt raceway bored to .705"
Scope mount holes bored on action cl to 8-40 torx
Holland recoil lug bored and fit.
28" Brux #17 ss fluted barrel in 338:1-9.3 with 3 port muzzle brake (30" overall)
Custom chambered barrel to 4.156" coal 338 cutting edge 252gr d64
PTG 1 pc bolt ground to .703" dia. Sako extractor.
Cerakote dark earth.

I loaded a round up with 90gr of retumbo and took it out to my buddies place. I fired it at a piece of steel we use as a testing target. The brass extracted beautifully and as I expected, the bullet left a half inch hole in the half inch plate. I inspected the brass to see how well the chamber was cut, and it was perfect. My biggest peeve is a poorly cut shoulder, but this shoulder was perfectly concentric and had well defined radius's.

I'll be loading up 5 shot groups from 85gr to 100gr at 2gr increments today. Once I get my scope mounted, I'll run them through and report vel's to you guys. After that's done, I'll give you some feed back on the performance at range.

Overall, I would recommend montour county rifles to anyone wanting to build a rifle. He does great work.
