For general plinking and hunting? PWS (been wanting one for a while, but have not shot one). Accuracy and wanting to swap calibers? Sako. But you don't really say what it is you are intending on doing with it.
 
I can only comment on the Quad. I love mine! I ended up having Chad set up a couple of Rock barrels for it and set it in a Manners t4. Makes a nice trainer.

I love the set up other than the stock.

I would love to have a Trijicon 1-4 accupoint on a 22lr

As for the purpose of the build

Just general purpose. Something to plink with, hike with, have fun with, hunt etc..
 
I have a PWS and I love it. I sold a few other 22's after I found the PWS. Trigger is great out of the box, takes 10/22 mags, comes threaded, is very accurate, and takes any other 10/22 accessories. I too wanted a quad, but not now. I am sure the quads are great too, but a few friends and I are very happy with the PWS T3 Summits.
 
I have both the Quad and the PWS. Both are great guns. I love the toggle action on the PWS though. If you think you will want to shoot a 17HMR or 22Mag go with the Quad. One thing to consider are the mags. The Quad mags are expensive. The PWS use the standard ruger 10/22 mags and you can get 25 round mags for it.
 
I am assembling a T3, waiting on the arrival of the action/trigger, the Canadian importer is taking his time. I already have the Kidd 20" bull barrel threaded with the muzzle break, a 6.5 - 20 Leupold VX-3 with target turrets. I ordered the wrong stock in retrospect and will change it. I got the Boyd SS, should have ordered the Odyssey. I was considering various target .22's, the PWS seems like a great choice. I'll follow up after the arrival.
